Expressions of Interest for 34 Stuart St are now open, closing on Thursday, 31 October 2024

The Northern Beaches Council is inviting community groups to submit Expressions of Interest (EOIs) for the lease or licence of 34 Stuart Street, Manly. This historic property is being made available for community use, providing a valuable opportunity for the delivery of cultural, social, recreational, environmental, or educational programs and services.

Community Space Overview This former residential home at 34 Stuart Street, owned by the Council for many years is part of the Little Manly Reserves Landscape Masterplan sitting between the carpark on Craig Avenue and the boat storage at 36 Stuart Street. The property is a heritage listed, Federation Queen Anne-style weatherboard house, most recently leased as a home. At approximately 150 square meters, it includes three bedrooms, high ceilings, and modern kitchen and bathroom facilities, making it suitable for a variety of communityfocused uses. It offers direct access to Little Manly Beach via the Craig Ave boat storage area as well as access to the boat ramp into little Manly Cove.

Who Can Apply? Community groups interested in leasing or licensing the space for up to five years are invited to apply. Submissions should clearly demonstrate how the proposed use will benefit the community and complement the surrounding area. EOIs may be considered for both exclusive and compatible shared use of the space.

Planning and Zoning Information The property is zoned as RE1 Public Recreation but is currently authorised for residential use based on existing rights. Any proposed community use will require planning approval, and the successful applicant must submit a Development Application (DA) to authorise the new use. The applicant will be responsible for all associated costs, including traffic, environmental, and heritage reports.

Applicants are required to propose a rental or licence fee in their submission. Proposals will be assessed based on economic feasibility, balanced with the community benefits provided.

Assessment of EOIs A site inspection is scheduled for Thursday, 26 September 2024, at 10:30am. Registration is required, interested parties can register at stephanie.robertson@northernbeaches.nsw.gov.au General Criteria includes public liability insurance, financial sustainability, compliance with legislation, governance model, intended use of location, and adherence to zoning laws. Community benefit criteria includes assessment against a business plan addressing community needs, social inclusion, health promotion, operational hours, and alignment with strategic plans and zoning regulations.

Your Say The Community will have an opportunity to comment on the successful applicant when a DA is submitted outlining the proposal, including the Change of Use and any works that are proposed or required. At this time the DA will be open for public submissions in support or otherwise of the proposal.
